About  
The European Investment Bank (EIB) acts as a catalyst to better understand the challenges of investing in Europe’s economy and meet the financing needs of that investment.
The goal of the EIB Economics Department is to act as a hub for research into investment and investment finance across Europe. We bring together our own research and unique data sources with top-level research all over Europe, providing an entry point for researchers and a platform for dialogue.
We also play a critical role in supporting EIB operations through the analysis of the changing economic context, investment opportunities and risks, helping to define the Bank’s positioning, strategy and policy in Europe and beyond. We work to enhance the Bank’s ability to assess risks and track the impacts of its investments at both micro- and macroeconomic levels. With a core team of 40 economists, the EIB Economics department is divided into three divisions and led by Director Debora Revoltella.

Economists at Country and Financial Sector Analysis are regional experts who conduct and manage in-depth assessments, microeconomic and macroeconomic analysis, and round-table events in their own region of responsibility. They are ECON reference persons inside and outside the Bank for their region and area of responsibility. They also have coordination roles in special focus areas – e.g. sovereign ratings, financial sector rating, FVA, local currency lending and pricing, etc.
Economists at Economic Studies are experts on topics, who conduct and manage in-depth assessments in Bank priority areas, such as R&D, infrastructure finance, SMEs access to finance, employment, etc. They are ECON reference persons inside and outside the Bank for these topics, and support other economists and services when expertise is needed on a country or regional basis.
Economists at Policy and Strategy are experts in applying economic analysis to support internal strategy formulation and external policy dialogue. They also help place EIB intervention within the relevant European and international economic policy debates. They are ECON reference persons inside and outside the Bank in this area.

(Senior) Economist - Strategy Division (PS)
The EIB, the European Union’s bank, is seeking to recruit for its Secretariat General (SG), Economic Department (ECON), Policy and Strategy Division (PS) at its headquarters in Luxembourg, a (Senior) Economist. This is a full time position at grade 5/6.
The term of this contract will be 4 years.
The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs, with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.
Purpose
The Economic Department provides impact-driven economic analysis to support the EIB in its operations, its global positioning and strategy and policy definition, both inside and outside the EU. It comprises three divisions – Economic Studies, Country and Financial Sector Analysis and Policy and Strategy. It is part of the EIB’s Secretariat General, which is responsible for the EIB’s overall strategy formulation.
As an (Senior) Economist, you will apply economic analysis and knowledge to derive and effectively communicate recommendations that help shape strategic decision making of the EIB and to contribute to the policy formulation and dialogue.
Your work will contribute towards assessing the relevance of market failures and market gaps, in areas of EIB operations. You will contribute to the development of EIB policies and strategies. This position will enable you to gain a good understanding of EIB activities and develop studies to assess their impact. In line with the matrix structure of the department, you will also carry out macroeconomic and financial sector analysis related to EU and non–EU economies.
Operating Network
Working in a group of about 40 economists in the Department and reporting to the Head of Division, you will communicate directly with Department management and EIB front-line staff, and external counterparts.
Accountabilities
- Prepare economic and financial analysis on topics of critical importance to the EIB and impacting, operational strategies and policies (e.g. investment, investment finance, access to finance for SMEs, innovation, R&D, skills and labour market issues, cohesion policies, etc.).
- Develop analysis to underline market failures and market gaps in areas of EIB activities. Gain a good understanding of EIB activities and develop studies to assess their impact.
- Contribute to the Department’s flagship publications, including the Investment Report and the EIB Impact report. Contribute to the development of EIB policies and strategies.
- Conduct economic analysis and background work and subsequent research analysis using firm and municipal-level data, including the EIB Municipality Survey, the EIB Investment Survey and the EIB-EBRD-WB Enterprise Survey.
- Prepare economic and financial analysis on topics of critical importance to the EIB, which affect operational strategies and policies (e.g. impact of EIB activities, investment, investment finance, access to finance for SMEs, innovation, etc.).
- Identify clear links between economic analysis and policy and strategy priorities for the EIB, keeping in mind past achievements and future trends.
- Participate in the drafting of key policy papers and reports for senior management and general us.
- Assess risk, by providing in-depth economic analysis of countries and financial sectors, under the region of own responsibility. Support the department work stream on the assessment of country climate risks.
- Propose improvements of processes, procedures, methodologies, and working methods.
- Participate in the design and organisation of roundtables, conferences, seminars and events and support the dissemination of information inside and outside the bank.
Qualifications
- A PhD or a university degree / Masters in Economics or other related field plus additional relevant academic or work experience
- Minimum 5 years of experience in applied economic research (experience gained during PhD can be considered relevant)
- Broad knowledge of the most common areas of economics, including applied quantitative methods
- Previous research experience working with survey data, particularly firm level data (ORBIS)
- Research experience on country/regional growth including cohesion/convergence themes, and/or on structural issues related to investment will be considered an advantage
- Good understanding of the economic implications of the climate transition, in terms of macroeconomic context, regional and firm dynamics will be an advantage
- Very good drafting and presentation skills in English, ability to communicate with clarity and concision
- Excellent knowledge of English and French (*). Knowledge of other EU languages would be an advantage

Purpose
The Economic Department provides impact-driven economic analysis to support the EIB in its operations, its global positioning and strategy and policy definition, both inside and outside the EU. It comprises three divisions – Economic Studies, Country and Financial Sector Analysis and Policy and Strategy. It is part of the EIB’s Secretariat General, which is responsible for the EIB’s overall strategy formulation.
The Macroeconomic Scenario unit, within the Country and Financial Sector Analysis Division is in charge of developing economic scenarios to be employed in different EIB processes including stress testing and IFRS9.
As an (Senior) Economist, you will apply economic analysis and knowledge to drive, and effectively communicate, recommendations that help shape strategic decision-making of the EIB and to contribute to the policy formulation and dialogue. As part of the Macroeconomic Scenario unit, you will carry out macroeconomic and financial sector analysis related to EU and non–EU economies, work on macroeconomic scenario development and conduct economic analysis on topics with high relevance for EIB. In line with the matrix structure of the department, you will also carry out and other policy and strategy tasks and research tasks.
You will operate in a dynamic and interesting environment, combining diverse tasks such as participating in the appraisal process for lending operations, bringing the macroeconomic and financial sector expertise and focus. You will analyse country risks, work on stress testing, providing essential macroeconomic input and have the opportunity of developing a research agenda on topics of interest. You will be able to leverage your skills and experience in ensuring the Bank meets its policy and regulatory requirements.
The ability to be assertive, diplomatic and gain the confidence of client-facing colleagues is key in being successful in this role.

- Prepare economic and financial sector analysis on EU and non-EU countries, including providing sovereign and financial sector ratings, using the EIB internal models.
- Elaborate macroeconomic scenarios for stress test, by using macro structural/semi-structural models.
- Support the Head of Division in preparing for the discussion of country risk at the Management Committee and support in the review process of rating write-ups.
- Conduct economic analysis and background work and subsequent research analysis using firm and bank level data – the EIB Investment Survey, the EIB-EBRD-WB Enterprise Survey or Bank Lending Surveys prepared by the EIB.
- Prepare economic and financial analysis on topics of critical importance to the EIB, which impact operational strategies and policies (e.g. investment, investment finance, access to finance for SMEs, innovation, etc.).
- Identify clear links between economic analysis and policy and strategy priorities for the EIB, keeping in mind past achievements and future trends.
- Participate in the drafting of key policy papers and reports for senior management and general use.
- Participate in the design and organization of roundtables, conferences, seminars and events, and support the dissemination of information inside and outside the bank.

Qualifications
- PhD or equivalent degree in Economics or related field or a master’s degree plus additional highly relevant academic or work experience
- Minimum 5 years of solid experience in applied economic research (experience gained during PhD can be considered relevant)
- Good knowledge of standard applied quantitative methods and macroeconomics / sovereign risk analysis.
- Strong quantitative skills in particular with regard to statistical/econometric software.
- Knowledge of structural / semi-structural large-scale macroeconomic models will be considered an advantage.
- Knowledge of STATA and firm-level data analysis will be considered an advantage.
- Excellent drafting skills in English
- Excellent knowledge of English and/or French. Knowledge of other EU languages would be an advantage.

You will carry out structural economic analysis on topics with high relevance for EIB, mostly related to investment and investment finance. In line with the matrix structure of the department, you will also carry out macroeconomic and financial sector analysis related to EU and non–EU economies and other policy and strategy tasks.
Accountabilities
Under the supervision of the Head of Division you will:
- Prepare economic and financial analysis on topics of critical importance to the EIB and impacting, operational strategies and policies (e.g. investment, investment finance, access to finance for SMEs, innovation, R&D, skills and labour market issues, cohesion policies, etc);
- Have a broad understanding of the transformation implied by the climate transition and as an economist, cooperated with other team members in integrating the climate risks and climate transition framework into the various work-streams of the department.
- Contribute to the EIB Investment Report, the EIB flagship publication on Investment in Europe and other research products of the Department, with original research, particularly contributing to the climate sub-work stream.
- Work to further develop the EIB Investment Survey, contributing to survey developments, analytical work, presentation and EIB focused strategic analysis based on the survey;
- Identify clear links between economic analysis and policy and strategy priorities for the EIB, keeping in mind past achievements and future trends;
- Participate in the drafting of key policy papers and reports for senior management and general use;
- Assess risk, by providing in -depth economic analysis of countries and financial sectors, under the region of own responsibility.
- Support the development of the department work-streams associated to country climate risk assessment, as well as macroeconomic scenario climate stress test modelling;
- Propose improvements of processes, procedures,
methodologies, and working methods; - Participate in the design and organisation of roundtables, conferences, seminars and events and support the dissemination of information inside and outside the bank.
Qualifications
- PhD or equivalent degree in Economics or related field;
